I think that government gave so many restrictions to Google that they decided not to do the street view by car in the first place. I think there was a clause that anyone should be able to write to google and delete their property from the street view. I think the law differs from Land to Land and with time it was dynamic. Maybe some Germans would answe with more precise comment.
