When your blue meter fills up you can do a signature move. Hit pause and go to moves to see how you can trigger the signature then hold the right trigger and X/square to complete it.
press circle to put Cena in a grapple position then press R1 , i dont think you need to press the right analogue that just changes position and then press X to do a move
Make sure it's not in the ring that the move is on the outside and make sure you are holding the left analogue in the up position as each direction of the analogue corresponds with a different move.
