406 ELTs do sent location to the rescue coordination centers. 121.5 satellites are decommissioned now and they don't send a location. They send a signal on 121.5 frequency and aircrafts flying in the vicinity can pick up the signal if they are monitoring 121.5. Then, they can relay the information to a rescue center.
