One problem of this is the continuous movement of the earth's tectonic plates. They would have to monitor this 24/7 to either reduce the length or increase the length of the tunnel.
Like for the Holland Tunnel, they have 2 giant ventilation buildings, one at each end. There are like 84 fans removing the exhaust fumes and pumping in fresh air. Supposedly, it's better air quality than you get walking around the city.
Here in my city (Santos - Brazil) they are planning this for several years, when we asked "why not a bride?" Governantes said the is because of the ships that enters the city to go to the harbor...

Only if the tunnel spans a plate. Most don’t. Also the annual movement of plates is exceptionally tiny.
