You have to submit your recipe and it will be subject to public disclosure? So anyone can steal your recipe then. So this seems pointless. Is there something I’m not understanding?

Can this permit possibly be expanded to allow for unemployed chefs and restaurant workers to sell hot meals cooked from home? I have noticed that California has developed that way.... seems like a good way to help these people out in this pandemic.
IN Washington, the preparation of potentially hazardous food would be overseen by health departments, not the Department of Agriculture. In the past three years (2020-2022), at least 2 Bills have been introduced in the Washington state legislature, but only as a 'beta test' scenario and would have limited the "test" to only certain areas of the state. The Bills failed.
