I'm surprised there isn't a kamen rider about gimmicks and the bad guys are bootleggers.
Eg. they sell fake, broken or mismatched products of the main rider's belt and parts, in an attempt to make some money to take them down; while also ruining their reputation.
They could also go the full length and have the main rider be a toy maker, who transforms using said different toys. All legend riders are represented as action figures.
Or to summarise it even more, think Yattaman but Kamen Rider.
