Hi. My partner and I met in person in February 2023. We have pictures even with some of my family members. We would like to get married online by the state of Utah, file the CR1 petition, and then in March have a customary wedding with family and friends. Depends on the consulate. If in doubt ask the consulate directly, or if you have hired a consultant or attorney who is knowledgeable (that is the only kind to hire) ask him or her how to proceed.

What prevents people from saying they were married in California but never actually married? The issue is, if one is applying for a benefit based on marriage, typically one also needs to provide proof of the marriage. My service is about marriage based immigration. US immigration does not take ones word for marital status. Proof needs to accompany each application, such as a marriage certificate from a current marriage and divorce or similar proof on previously terminated marriages.

My partner is visiting me on an ESTA and just proposed to me on my birthday. Can my fiance marry me while he is visiting USA on his ESTA? He still plans to leave at the end of his ESTA and go back to his home country, and we will then file for a CR1 VISA while he is back in Iceland. Your plans are fine. He can certainly marry you in USA during his visit. The "key" issue is that he does not plan to overstay, instead he plans to leave and then apply for the CR1 visa. Looks like tha Fiance visa is my best choice because my future wife lives in Venezuela and in order for me to travel there to marry her, I would need to apply for visa and pick up in Mexico because there's no Venezuelan embassy in USA, also I've done research and it's pretty clear that it's not safe for US Citizen to travel to Venezuela, therefore her and I will meet in Colombia then apply for k1, more than likely I will hire Visa Coach

Many cases took longer, all depends on when submitted, Ie a case submitted in 2019, had it's interview scheduled for April 2020, then the consulate closed, 18 months later got back in line for interview

If I get married outside of the US (Mexico) how do I get my foreign marriage recognized within the US so that we can begin processing a CR1?
There is no need, no method to have your marriage "recognized", beyond properly applying for your spouse to enter the USA and get her green card..

Both SS income and your other income combined become the total available income amount used to assess your financial eligibility

Always possible to apply for a tourist visa. And the in-person meeting requirement will be met regardless of in what country the meeting occurs.
