You can do so from the sites listed in the video but just as a portable unit not assigned to a vessel. The Coast Guard does not have a formal category for such a radio at this time but in the description you can list it as portable.

I just bought a handheld VHF Radio (Icom IC-M94D) with GPS and AIS receiver but I don't have a boat of my own. I am chartering a variety of different boats to sail on the San Francisco Bay and bought the radio to carry with me whenever I sail on any boat. The radio won't let me use any of the functions without entering an MMSI Number first so how do I get one without owning a boat? Thanks.
An MMSI number is given to a boat. Not a radio. So ideally you need a boat for and shouldn't be using it untill you get one anyways as it's not allowed for land transmission
@@jordanbeyer7607 well... Yes and no. It is supposedly given to a boat but you don't have to stipulate a specific boat for a portable system. When I got my MMSI number on my handheld iCom I was able to tell them I had a Dinghy Sailboat that doesn't have a name or registration and they are fine with that. I got it through Boat US.
Just picked up a handheld with no clue how to set it up.

MMSI in Australia is $400. You have to do a Short Range Radio Operators course at $300 plus a $90 fee for the number.

You should be able to obtain one from the Directorate of General Shipping.
