Normally 2AC compartments that I saw are with curtains and also toilets are some what clean. But in some special trains I have felt the same like you have experienced.
Curtains have been removed by them in order to prevent covid spread. Blankets and pillows too are not provided. But cleanliness could have been taken care of. Even some 3A trains are cleaner than this.
