Since the number of those who are short listed is high, next is the lottery. Also it depends on project work, who worked longer, who worked efficiently, who has better repo with clients...all those are the factors.

You are misinformed. For many years now the H1B visas are not issued to cheap labors. The employers are forced to pay at par salaries or risk rejection of the visa application. The lottery is merely because USCIS accepts way more applications then it will process. It’s basically free money for them.

Yes India has to improve strategies of educational institute rather than following old methods. Efficiency and exposure with great liberary facilities giving the students more assignments and making them to present giving topics to refer journals content and present it as a great lecture refering journals content.

Already H1B visas are capped.. Further limiting this system only ruin the growth of US..Competition in this system only strengthen the system..H1B visa must be issed for 5 years and further extended for another 5 years..Taking highly skilled persons is not wrong..But fees must be reduced..

Another reason is bachelor's education is very expensive in the USA not everyone afford 4 four-year college program, but In India it's easy to do engineering.

US natives are becoming increasingly fast food consumers leading to slow paced brain growth and fast paced body growth. Hence skills are getting slower to pick up and memory power is declining. So obviously mostly vegan countries like India catch hold of the opportunity to grab jobs in US.
