Netherlandic Dutch "w" is a labiodental semivowel, [ʋ]. It is not like English bilabial semivowel "w" [w]. What is more, Dutch "w" is not like German labiodental fricative "w" [v]. As long as I know, people of India and Javanese people from my country Indonesia usually pronounce this kind of Dutch labiodental [ʋ], produced by the meeting of lower lip and upper teeth. I heard some information that some Belgians pronounce Dutch "w" with the regular English "w".
