Yes, it comes on always, and only, with service brake application. I'm not sure if there are different levels, that's actually a great question as I have observed that it seems to be stronger at times, but I had subconsciously attributed it to differences between buses.
@@yitznewtonthe c brake is pressure applied meaning the harder you press the pedal the stronger it is, however njt has them set in the low position by default so it is not strong as it should be. The Cummins X12 has a better Engine Brake that is single output.
It's hard to drive these buses smoothly in traffic due to the unpredictable lag and shifts, and brake engaging/disengaging. I wish it was possible to control these things directly.

do you have to press the brake for the engine brake to come on? and do have to press it 3 times for it come on stronger
