The tank should be weighed, the tank has as WC which is the water capacity in pounds that the tank will hold. Take this number times .42 and this will give you the weight of propane that the tank will hold. Add to this the TW weight, the TW is the weight of the tank empty. WC times .42 +TW= total weight of tank when full. The problem with relying on the tube vent is that if the tube is broken off in the tank the tank will be overfilled. This is what led to the OPD valves in the US.

Generally called a Bulk Cylinder. That one looks like a 190kg cylinder that holds 360 litres of liquid gas(80%)
