Both are factors, Poongko is a great SF player and Akuma transitioning into the T7 world is kept nearly SF4 like. Akuma's damage potential is crazy with FADC's extending already damaging moves. Also Akuma being a new character is a surprise to most Tekken players as they do not know his gameplay style.

In streetfighter you don't have static followups. +4 frame advantage doesn't mean a d/f 2 is the logical choice. or a weak combo to throw the enemy off. And -2 doesn't mean the opponent's only option is a sidestep to counter you. His moveset is entirely new. Also then theres the spammable projectile which has to be stepped to keep momentum. So quickly closing the gap isn't always an option. FADC priority moves are also an option to akuma so thats another thing to keep in mind. It's gonna take longer for a tekken player to adjust to a sf character than a sf player is gonna take to memorize a tekken players options.
Only arcade. Because the Korean government think that alisas head throwing and chainsaw is kinda brutal. arcade can be played in any places and by anyone, even kids. So Namco had to make rated E beam sabre version alisa only for Korean Arcade.

+Brian del Carmen actually I was at CEO and I saw poongko take on speedkicks in best to 2 in casuals. Very close game and poongko lost, but was able to get him to the last round.
there is an obvious gap in terms of...well to put it plainly japan/korea are just miles ahead of people in the west at tekken i think the only reason poongko and sppedkicks match was close was because poongko has played the game more and was using akuma, if he had been using anyone else guarantee sppedkicks would have won easily, because of the knowledge from previous tekken games

He's able to because he's playing Akuma, and a very familiar SF4 version (where Poongko was known to be really good at Akuma).
