Its rare in Seattle for a really heavy rain to occur. It my short commute a rain jacket and waterproof shoes are sufficient. Fenders are critical.

Seattle reminds me a bit of NJ especially with the rain but it's 10x better lol

I'm from the Netherlands. We have about 120 to 150 rainy days a year. It's hard to find anybody without a rain prediction app on their phone. I have two. 😅 They have saved me from getting drenched a lot. 😄 So I would say, get one of those on your phone.
