Your Excellency it's good you transversed some parts of karamojja PDM is not the solution to the sufferings in the religion. Reliable water points for irrigation is the solution to security over there. If you could reach some areas in kotido we're trying to introduce kitchen gardening and it's working per homestead but the challenge is water in some areas. ( kanawati, kacheri, lomulomu, kadopini if it's on large scale karamojja is fertile in some areas to produce enough food.
The previous administrations ignored karamojja. The current administration together with other partners have tried. There is no more, "uganda will not wait for karamojongs to develop".
Museveni has a good vision for the country but he's simply stingy. How can those programs be implemented without mechanization systems. The money he waste on giving people who eventually use it to marry brides and enjoy themselves should be used to purchase tractors for ploughing, combined hervestors among others. Then avail equipments for farmers at cheaper prices. Loans must be given to people who are already in the system to boost them not starters. For starters must get capital by working for those who are already established and thru that they also acquire experience to start their own. Feeder road network has to be improved, most of Northern Uganda places are either arid or same arid vegetations so they need irrigation systems that can improve on water supply. Besides, merket also has to be widened. In fact, Africa can help in that but mostly he should continue encouraging his east African counterparts to relax regional trade policies for better accessibility of goods and services. Other than that, museveni will wast his time with his good vision.
