It's actually insane I never knew about this until you showed it in your audio settings video. The fact that 100% isn't the normalized 0.0dB floors me. All this fucking time so many of us are boosting our volume in the worst way possible.
it's worse than that - 100% *is* normalized to 0dBFS on some devices, but not others. Sometimes the scale is has a dynamic range of 30dB, sometimes it's 96dB.
This is legitimately one of the most informative and useful tips of all time. I had no idea the computer was screwing up my audio quality like this.
YES! I found this out a few years back. When I set it to 0dB, my Blue Yeti I was using at the time sounded WAY better and not constantly distorting/clipping even though I wasn't in OBS!

My mic runs through a Rodecaster. For poops and giggles I went to microphone properties and it was at the max setting.

I did know, bucause when I tried to write write a program that set a given DB level when an application was opened, I discovered that at least programatically, you can't even set a percentage level, only a db value.

Realistically speaking it’s not possible to say the perfect level. It depends more on your mic and what it is/isnt able to pick up. I recommend testing it out by allowing yourself to hear what’s coming through the mic as you are speaking and adjusting accordingly

Should be the default imo. Or at least display it along side the percentage, or AT LEAST make a little toggle checkbox so people actually know you can change it!
