Eminent Domain requires the government to pay fair market value to property owners and in this case the garlic shop owners did not own the land so they don't get compensated, only the land owners do.

The caltrans has no money neither does the city county or state. They must pass a bond and bill measure with the federal government etc. the use of eminent domains is a illegal search and seizure unless you're in a abandoned property or pre existing state owned land etc or a tax evader etc.
Though with the current amount of thousands of properties that need to be torn down or something and some of those being high rises or large high rise industrial commercial where house building i really doubt the urgency or emergency of the use of eminent domains and presence of danger or public safety present in this one. Arent you entitled to "fair compensation" with imminent domain"? If the shop/home owner does not feel the govt compensation is fair and just, then that owner has a right for a hearing? I remember learning about that in a california real estate class about half a year ago. "Just compensation" is one of two conditions that must be met for imminent domain. If you aren't getting a cent you're either not telling the truth to make it sound like a sadder story, or you aren't standing up for your rights

The only thing I agree with the DPRK on... Very limited access to cars and no freedom of movement should be the norm for non VIP type. Basically driving should be an INNER PARTY privilege.. and the OUTER PARTY does not get to drive. None of you need to go out anyways..
