Actually, it can be done a lot simpler by hooking it up by USB(or internally as a another drive if using a PC) to a working computer and through disk management assigning it a drive letter and marking it as active. Widows 10 will then see it during install. Command prompt or power shell not needed. If it's a 2 1/2" drive an adapter will be needed. They are about 5 or 6 bucks on ebay. (USB to SATA)
