Japan's success in securing India's first HSR is now its worst nightmare.
In 2015 Japan signed an agreement with India to build its first HSR which is 508km long. In the same year China signed agreement with Laos to link up China with Laos with a 1,000+ km long HSR.
The China-Laos 1022 km HSR between Kunming and Vientiane was put to commercial operation in Dec last year but the India first HSR has advanced only about 10 km with the land acquisition still outstanding. The last revised completion date is 2028.
Japan secured the deal in 2015 by offering 80% funding at a 0.1% interest rate to be repaid over 50 years. The interest rate today in US is now 1.5% with another 0.75% or 1% to be added in a couple of weeks targeting 3.5% by the end of the years. Thus Japan will lose out big time financially. The cost escalation and who should bear the extra cost alone, over a construction span of 13 years will be argued for decades to come.
One of the major shortcoming of the Japan/India combination is the former may have adequate experience, skill, resources, equipment and plant to execute the civil engineering portion of the HSR project but the civil work was left to India to cut down the cost. Thus even today India has not managed to get all the contracts taken up due to lack of skill and experience within the country. HSR construction needs repetitive design, heavy lifting equipment and specialist plant to be competitive in cost and time. This will be a steep learning curve for India, especially without adequate prior experience on the management and coordination of many small contracts without one big experienced contractor responsible for everything.
The other HSR project Japan beat China successfully is the one in Vietnam Ho Chi Ming city. That one is now dead in water without any agreed plan or date to commenced construction. On the other hand, China won a train contract in Vietnam Hanoi city around the same time, and the train is has been in operation for over a year.
Many people realize that Japan simply does not have sufficient capacity in oversea finance and construction experience to carry out major projects. They might be effective in civil construction at home, but when they are involved in oversea operations, they tend to fall short of completion if there are complications.
