On cactus the Shiro matrices works all the time (the cactus is always over 50% HP) while Crow matrices don't work at all (the cactus is never under 60% HP). Also the 30 sec buff of the Shiro matrices is very impactful on a short fight, but way less in longer fight. At equal star, for general content, Samir + Crow if you have over 70% crit chance, Samir + Shiro if not.
Fenrir definitely powercreeped the shit out of other characters, but in this case, it’s normal for her to deal more personal damage since Tian is meant to be a buffer, not an on-field DPS
