Torque plate are used For honing. Having never tried one I could not comment, however if you use a torque plate, seeing how much the bores move with ambient temperature changes I would suggest that if you torque plate hone, I would be wanting to do it with the block at full operating temperature and the water jacket pressurised. In this case the optimum clearance would need to be determined at operating temperature as these clearances are not known
You can, by putting a dial bore gauge in from the bottom of the block, you just need a suitable frame to hold the block and boring machine high enough to gain access

At that bore size, how much slop does the headgasket have on the studs? Not enough to be a problem between cylinders?
There is a fair bit of movement so you need to carefully place the gasket when fitting the head.

And to bad you can't check the bore in between 2 cuts?
