There's something seriously wrong with the temperatures. Both your CPU and GPU are throttling hard; you might want to consider repasting them. The CPU should not be running at 100C at all times. The RTX 40 series also throttle at 87C. The 4070 also shouldn't be using only 40W with 200 MHz memory clock, though the 40W power might explain why the core clock is jumping up and down erratically. Even if the laptop is not plugged in to power, these temperatures are really extreme.
