People doing exactly what that person was doing: throwing garbage in thin plastic bags that dogs, cats, and other animals tear through to get to leftovers, etc. So, the problem isn't just the refuse and no regular trash service provided to the citizens, it's also a matter to educating people about taking care of their refuse properly, recycling and waste management, in general. The government needs to take care of all of it. One of the core functions of a government is to ensure the health, safety and well-being of it's citizens. Waste management is imperative in a country that is the 15th most populous on Earth.
@cleanup2024-r8h If any of you have a car then you should invest in a Lawnmower with a catch bag this way you can speed up some of the work that you guys do and make it easier to cut the tall grass and other vegetation that is growing...
