Ezekiel 28 is about the King of Tyre thinking he was like Adam - perfect as the 1st man, the "die from which all mankind was cast". In cooperation with David & Solomon, God blessed him because of King Hiram playing a major role on building the Temple upon the mountain of God - see 1 Kings Ch. 15. This has nothing to do with Satan. Isaiah 14 is about the King of Babylon, not Satan. If one studies the Hebrew scriptures, Satan is as in Job - a worker FOR God, not against. See also 2 Chron 18:18-22 when God asks the hosts of heaven, who were sitting to His right & left, who was willing to lure Ahab into war. A spirit came fwd to God saying it will be a spirit of falsehood in the mouths of the prophets. This is how God converses with the angels during creation, not Jesus, & this is how God uses Satan & other heavenly hosts to lie to us & see if we can discern truth from fiction. Give God more credit than saying Satan is the ruler of the world - God is.
