- Two people were taken into custody following a high-speed police pursuit that started in Milwaukee and ended in Fox Point, Wisconsin on Wednesday, December 8, 2021. According to Milwaukee Police, officers were dispatched to a shots fired call in the area of North Hubbard Street and East Clarke Street around 12:30 AM. Officers observed a vehicle matching the suspect vehicle description and a pursuit ensued. The pursuit traveled northbound on Interstate 43, exited eastbound onto Brown Deer Road and south on North Port Washington Road with a flat tire. Several stop sticks and PIT maneuvers were attempted. The driver, a 41-year-old woman, and a passenger, a 42-year-old man, were arrested when the pursuit ended in Fox Point. No one was injured. This video contains dash camera video from Bayside Police and Glendale Police. For more videos and photos, visit / incidentresponse .
Started as a chase ......................... ended as a PARADE! ! ! I just have no words to describe my frustration😏😏😏
Exactly. They should make these suspects pay for every officer and car that was involved including property damage. They should be assigned to a pig farm making $5.00 an hour until all the money is paid off.
And que the Benny Hill music Yakety Sax.
Jacob Byrd would have had this guy in the ditch and arrested in 5 minutes .
Don't compare Milwaukee's Finest to those yeehaw yokels.
@hmbpnz you're right. Someone who can pit a charger at 100 mph cannot be compared to a beat cop.
How are your eyes?
With the technology we've got today I can't understand why something simple hasn't been invented that can stop a vehicle. Like maybe the spike strips have a net included that will wrap around the wheels..
Byrd only PIT's @ 100mph+
This is like watching the Benny Hill show. Pure comedy.
And just like the skits in that show, they needed to speed up the video for comedic effect.
Or most LA "pursuits" where they're more like a parade with little pit maneuvers and 3 or 4 cops can't block him and he just drives off again like in this one. After they casually drive away from all the impotent cops sitting and then they injure or kill someone, the blood is on the hands of the policy maker and the city/state should be liable. Are these LEO depts. being trained by the Uvalde Training Program?
I remember Benny Hill. It would have topped it off with a sped up foot chase around the car. lol
Well that was an embarrassment for that dept.
Your name is apt.
City governments don't give a shit about embarrassment as long as they don't get sued.
Just ones to many cops 🤣🤣🤣
If they used the Grappler this would have been over in five minutes.
The police were chilling, let them.
These pursuit policies really need to change if the cops aren't allowed to box in a suspect vehicle going 15 mph.
Pretty sure Milwaukee doesn't want to get sued 🤷🏽♂️🤦🏽♂️
@@TheMilwaukeeMark These criminals and their families shouldn't be able to sue the PD if the suspect gets injured or dies because of their bad decisions

Gotta wonder why a policy is made to protect the perps over the people who are walking and driving around.
ASP would have stormed the truck, smashed the windows and dragged his ass out before slamming him to the ground. These guys are too nice.
Arkansas State Patrol.....
🤣🤣🤣🤣 Yep! 🤣🤣🤣🤣 💯%
This entire department needs to be sent to Arkansas for some real training!!!!
Right like this city will pay for that dream on!
This would have been excellent if nobody was in there 😂
Facts
MPD is 4x the size of ASP lol
😂😂😂😂😂 no truer words written! ASP have this done w 1 car & 5 minute arrival
Lmao what an embarrassment. 30 cruisers and couldn't box in a severly disabled vehicle under and enclosed underpass.
I feel very bad for you
@@tacticallaw What a weird response. It IS embarrassing. Why are 75 police cruisers necessary in this chase?
@@thomassteele9649 I agree bad amount of agencies and units attached to the pursuit and the Supervisor who approved the pursuit should be questioned however since the pursuit went into different jurisdictions other agencies had to get involved while MPD (primary agency) still being in it.
Imagine being so addicted to cigarettes that you have to stop and take some drags in the middle of being arrested at gunpoint.
That actually seems like one of the best times for a cigarette. I don't even smoke, but I'd probably reach for a square after all that.
By the time they pulled over they were well settled into the ride and were plenty casual enough to light up😄Probably had 3 cig's by this time.
Yeah but it takes a while to swallow a half pound of pot…
@@rickr442 lol
cigarettes are more difficult to quit than hard drugs
ASP would've had this ended after 6 minutes with 1 cruiser🤣😂
I was just thinking this pursuit needed a trooper Byrd
I saw one that ended in 3.5 minutes.
Geez that is a pathetic response by LEO they should send them to Arkansas State Patrol school and learn how it's done or at least watch their videos, pit em drag em out frisk cuff jail THAT IS JUST EMBARRASSING
Took the words right out of my mouth. Arkansas SP would have ended this in the first 5 minutes.
Arkansas? Those morons smash head on into vehicles after there already stopped.
What a great night for criminals in Milwaukee, since the entire city police force was indisposed on this “chase” (parade?).
You blew this entire comment out your ass. If we witnessed their entire shift in this video....the criminals in Milwaukee have been having a fiesta. Not the case. Now...did it hurt expelling your comment?

How is this not the most embarrassing moment in law enforcement history? No wonder crime is rampant in America.
there were like a hundred cops and they couldnt box him in! What a bunch of idiots hahaha.
IT TOOK YOU OFFICERS ALMOST AN HOUR TO STOP THE CAR. IT ABOUT 20 COP CARS OUT THERE ALL YOU OFFICER COULD NOT STOP THAT CAR. WHAT A DAMN SHAME.
Letting them drive on risking lives along the way. Absolutely pathetic. They may have even tested this vehicle out on flat tires first to see its abilities, then used it because they know these police don't pit and/or are useless at it😄 Complete circus show here! Gotta notice the number of resources by the end too. An entire fleet it appears to stop a vehicle that is almost completely useless 😂
Yes, I thought the length of time the suspect vehicle kept going was pretty impressive. That was an achievement. LOL.
Meanwhile, no other crimes are taking place. Smart* criminals will use this one day, and like the guy below said - While they have the entire force on the other side of town, the bank is getting robbed. Good preventative policing there!
Sorry for the cops in this city. This kinder, gentler, attitude does not work never has never will. Eather stop crime or not. I know there are some very capable cops and they should be used. If you are so worried about civil suit as you should then save some money and close down for a few months. I'm positive you will be back in no time as the good people of this city will call you back.
During this lengthy pursuit, I wanted to hear the police dispatcher from the movie The Blues Brothers say, "Use of excessive force has been approved."
GRAPPLER
Every traffic enforcement department should be required to have one. The time, resources and money wasted on this pursuit would have more than paid for one.
Nope. Defunded, can't afford coffee creamer.
@@broeheemed32 Name ONE that's been "Defunded".
@Elizabeth OBrien A quick check (Google Search) shows: "Installing a new Grappler costs $5,000, which includes officer training." That was 2019. I'm sure it might have gone up a little since then, but to $388,000?
Care to explain?
"CRICKETS..."
I thought so. Back under YOUR rock?
My original statement still stands.
"GRAPPLER usage would save these traffic enforcement departments money."
@Elizabeth OBrien They DON'T pay $5000 per "grapple". It's $5000 per REUSABLE GRAPPLER system. All they have to replace is the webbed belt that extends during the capture.
Cop said it perfectly at 30:00, "What a cluster f*ck this is right?".
How frustrating!! 10 mph & not authorized to do anything!
What's the point of chasing somebody when you ain't going to take them down??? My God this is sad....
They think theyare in L A filming another tv series cruisers all nice and clean wow!
Milwaukee police should be completely embarrassed by this video!
25/30 police cruisers and not one had the testicular fortitude to use the tool their driving to stop a couple car thieves going 6 mph?
I'm thinking it's because the brass doesn't want to have to get a couple cruisers repaired because it takes money away from their bonuses they get throughout the year.
Forget about public safety, protect those precious cruisers from getting scratched.
An embarrassment to all police departments!
I agree and it’s not like they don’t have the money too replace a car in case that happens.. Isn’t what the front bumper is for too protect the car getting more damage?… The older Ford Crown Victoria’s wouldn’t had a problem tbh
I feel kinda bad because I found myself laughing more than a few times...
Keep your hands on the table.
The pursuit was absolutely ridiculous most of the way until Glendale was able to step in. Plenty of Milwaukee tax dollars wasted. A pursuit like that is true Liberalism. They consider a PIT unsafe, harmful, and uncalled for, while they enjoy seeing money flowing in from all sorts of taxes and fees as many are also wasted.
Just as an FYI, cops are not allowed to summarily execute people. That's the fascist in you, and that comes from being a conservative.
At speeds over 35mph, PIT maneuvers are considered deadly force because the risk of rollover increases exponentially, and an uncontrolled stop is almost guaranteed to kill someone at speeds over 45.
Never seen so many Barney Fifes !!!!! Bet the Judge gives the driver a pardon for making him laugh so hard.
It's great to see during such a shortage of law enforcement that a vehicle occupied twice maybe three times has about 75 patrol cars following it!
Under 10mph at times🤣🤣🤣
2023 Jake and Elwood Blues ... 😅😅
I live in Arkansas and let me say that this pursuit would not have lasted this long we know what the PIT is and use it very often
ASP is the original FAFO agency. Y’all will PIT your memaw at 120 no Fs given.
Jacob Byrd = Legend
@@ciannamccoy6253 if memaw was a wanted felon hell yeah
Milwaukee only votes for liberals.
I lost count in the number of chances they could have ended this.
This entire police force must report to the ASP for immediate training
Talk about a leashed and neutered department. At least they can still pursue.
Are we waiting for the car to drive into a hostage situation or something? Take the trash out!
if this was the distraction from a bigger crime, I'd say it worked out well.
Am I the only one that wants to buy a 4-Runner now ? Damn that thing can go.
I have one with over 200k miles, still runs perfectly and only had to replace some spark plugs. They're so tough and reliable.
@@jackfrost99 a 97 mph chase on the freeway. What car can't do that

This could have been stopped before it started!
How so. Please quote verbatim Milwaukee PD PIT Policy.
@@RLTtizME how many pursuits you think jappieflapie492 has been in? 🙄
Remember when cops used to box vehicles in?
Arkansas State Police would have done a PIT to end this type of situation early on
This is not arkansaw hick from mudlick
I believe Milwaukee has a new police chief, he sure does have his work cut-out for him, not going to throw rocks at the dept, something just isn't right, chase went on forever, I know Bob Fletcher wouldn't have let it go this long. Let's face it, it turned into a clown show, Milwaukee P.D. is better than this, hey the best to all of you guys, God Bless and Merry Christmas.......................see ya
No kidding, was just thinking myself, "Where's Sheriff Fletcher when you see bad guy?"
15 police cars following eachother????????????? By God, JUST DO IT.
That took about a half hour longer than it needed to...that was embarrassing
So many chances to box the car in. I guess some police just live for the chase like Buford T. Justice.
An Arkansas state trooper, a single one of them, would’ve had this pursuit ended about 30 minutes earlier 😂
This is a solid idea for any criminals who want to create a diversion
20 cops and they cant block him in the bridge LOLOL 6 months of training and ANYONE can be a cop. Just let that sink in.
There just has to be a better way than for our officers to have to chase these idiot fools around in these very deadly games of cat and mouse. This stuff is hair raising dangerous for all involved. I must say ... this one was almost comical. Dude should have been pitted the very first time he slowed down, IMO.
Given the extended low speed nature once this chase hit Port Rd, a Grappler probably would have worked quite nicely at that point.
Arkansas State Police would've ended this chase in 5 mins. These over-the-top strict policies in certain areas suck. Especially for these Officers.
14 polic cars and you can’t pin him in geeez
Milwaukee police department is an embarrassment to law enforcement!!
Voice tones of police:
Angry=yelling and shouting.
Calm=gentle and relax.
Wow what an insane waste of resources, that went on WAY WAY too long. Seriously need to learn how to properly box in a vehicle, I mean their called PUSH BUMPERS for a reason 🙄
Rambar is the correct word anyway most pd departments don't allow pits or any sort of tactical contact unless they're pit trained
Why haven't they made a good setup for cop cars. Somewhere in between a wrecker bumper and a brush guard.
We understand you had one installed on your sofa.
@@Bryan-Hensley They have like 4-5 years ago, it's used by some departments. Its called the "grappler"
@@tacticallaw YES. Those should be mandatory for troopers nationwide. Always have some kind of inter-jurisdictional support between agencies that would make the most sense and knock down this crap almost immediately
This is ridiculous, with the number of police cruisers in pursuit of a guy driving 15mph, just box the freakin guy in for God's sake
You should consider a job in law enforcement. How did you end up at Sams Club?
I think he shot at them in the beginning. I thought I heard him say shots fired.
Where is Trooper Byrd when you need him?
Wisconsin is quite a ways away from Arkansas!
@@IncidentResponse I know
A hundred cops and nobody has the balls to just push it off of the road? Tremendous waste of resources in one of the most crime ridden cities in America.
This is how nice these guys are here after an hour of Pursuit they still walk up to you asking for your licenses and registration and let you know how fast they where going and that there are under arrest 😉 lol
Embarrassing how officers didn't even try the ol' box trick
against dept policy i kid you not
Pit then get behind and in front it’s not rocket science she is going 10mph.
These cops need to learn how to takedown a suspect from Arkansas police. 20 cars behind suspect, nobody in front, thats NOT going to work too well, obviously.
Nahh Milwaukee police really took 40 minutes 😂😂 they gotta get that ASP training cuz they would’ve been done with this shit in 2 minutes
“The car in front of you is always a Toyota" Don't mess with a 3rd gen 4runner
So.... it took every one of the officers in the city, county, and state to stop this guy???? Good grief!!!
What a hoot, half the US police force is chasing a car and they can't even block it. We do that here in the Netherlands with 3 police cars and ram him off the road. Pathetic.
Any European police force would have been done with this in under five minutes. I really don't understand why Americans are so afraid to box a car in
But if there is another WW II...we'll kick their ass. Now say you're sorry.
Some pd departments here in US have a thing where if you're not pit certified then you can't pit or do any tactical contact. Nothing about being afraid
Officers aren’t afraid, they’re just not allowed. Their admin writes policies that disallow them from engaging in PITs, making contact with the vehicle even if it’s already stopped, etc.
The fact that this vehicle was involved in a shots fired call may have played a part in the decision to not make contact. In addition to bad policies I've even heard of some rural police depts telling their officers "Do not use PIT maneuvers because if you wreck or damage your car we cannot afford to fix it."
Correct however I do agree with the don't damage your patrol car seeing as day shift and night shift share cars and if one gets wrecked then it's done for however I do think they should of used spikes
This is a masterpiece of all jokes!!
Send them to hollywood
At least the owner got their vehicle back.
With flat tires.
10 units and none of them can box the car in lol
Don't know what she was smoking, but she managed to make an entire police force look foolish. Repeatedly.
Okay, all those of you who whine about MPD not being authorized to PIT. If you slogged through this whole video, you would have seen several PIT attempts performed on city streets. Other than two damaged Glendale squads, tell us how those PITs worked out.
This video should be pinned to any comment made to the affect that they "should have pitted [sic] them" on these city chases. It clearly illustrates the futility, if not sometimes idiocy of using a PIT on a wide city street. We have a vehicle with FOUR flat tires, and despite being nearly pinned and later spun around, they continue on for another couple of miles before that Toyota V6 finally says FML.
Thank you, Glendale for at least trying to get this 4Runner parade down Port Rd to an early conclusion. Despite successfully hooking up, there weren't really any second-step options available after the PIT, whether by policy/training or natural obstacle for immobilization. I get your frustration, and the MPD officer in the lead going past Brown Port succinctly summed it up with the comment "This is retarded."
My next car will be a Toyota 4 Runner! 😂 It stands up to its name! It’s a “RUNNER” 😂
With all the cop cars in the pursuit, why, when the pursued vehicle is stopped, other cop cars couldn't block or box the vehicle? Pathetic. Need more training on how to PIT. It's like the other cops are afraid to get a scratch on their own police vehicles.
14:54 couldn’t have said it better myself
At 15 min it is. This went on so long that I ran out of words to describe this clown motorcade.
This is bizarre, 9 mph, walk up & switch off the ignition. and I KEEP WATCHING THIS
😂
This person is endangering the entire city. Why is it taking them so long to just stop the car? Ridiculous!
I half expected this ending with perps driving just the chassis. lol
Sitting here waiting to see of these chicken cops will ever approach them like they’re supposed to do!!
The whole police force for 1 truck, this was very disappointing to watch. He has no tires am I the only one who sees this. They all need to be fired, go get Trooper Byrd
They must have some good reason for not stopping this guy quickly. Obviously they can do it if they want to, but they don't want to. But what's the reason?
Said on radio report of shots fired so I assume that’s why they are not boxing in to avoid crossfire
OVERTIME PAY!
OT
This should be titled Blues Brothers 2022.
Too many cops. Could of stopped this several times with a few cop cars. There goes MKE resources and $$$.
Yeah but they don't get to do that every day. It would be a shame if someone had to miss out. 😀
Stupid. Keep em coming.
Not really a waste of resources however too many units and agencies was attached to this pursuit
If I lived in Milwaukee I would want my tax money back.
New policy…wait til the occupants are overcome by smoke…lol
Best Toyota commercial ever 😂😂😂😂😂😂
That was more intense than camping 🏕
Who else was yelling, "Pit! Pit! Pit!"
questions: why almost 10 police car needed to upper hand one car?
...going under 10mph???.
you all must be so proud. new bikes for yall for christmas
They need to learn how to pit like Arkansas State Police do a pit.
Always makes me very suspicious that they did this to keep the police busy while someone else committed a crime elsewhere. Being the decoy. Just boils my blood.
Toyota Commercial? 🤣 SURREAL 💯
Come on, seriously, the vehicle stopped finally and that officer talking to the driver had no emotion in his voice. Why are they not deploying ballistic shields and approaching the rear of the vehicle to remove him. FFS, this is far too lame of a response from the police. This takes safety to a ridiculous level. Driver drops hands to smoke when he gets out & than drops hands to pull up pants. This is depressing to watch.
I cannot believe 30 or more police cars cannot stop a disabled car. He has hit officers cars so often by now you could shoot the bastard and it would be justfied!!! Officers, get some balls, watch the Arkansas State Police videos and make your city safe!
That driver was not giving up😂 took the police on a 5 mph chase
all those cars, and no one can pin him in! poor police practice? or just a super criminal?
Not poor tactics however people in America made it like this when police do pit and such its "too reckless" but when police don't pit then yall cry police didn't pit. It's a lose lose situation

I’m glad I saw this video. Who wants to live in a state that has a police department that is a joke. The criminal shot at an a officer, and the officers are to pretend that the person they are pursuing is a innocent person?

Dude's rolling at like 10 mph and lower at points.
""If he gets a little slower, we can PIT him."
27 units with push bumpers and we allow a gap for him to evade. Amazing…
Common sense tip: If someone is going down the wrong side of the road, DON'T shine a spotlight into the car so they cannot see oncoming traffic.....
Dunno, think they had enough back up?
Milwaukee Police initiated the pursuit. Once it went north on Interstate 43, the Milwaukee County Sheriff became involved and once the pursuit exited onto Brown Deer Road and went south, it entered a number of North Shore communities. In addition to Milwaukee Police and Sheriff, police from Bayside, Fox Point, River Hills, Glendale and Whitefish Bay were all involved in this pursuit.
The car was trying to give up, but the clown in the drivers seat didn't get the memo 😅
This is more like a Toyota 4-runner commercial
