This colony needs a proper engineering and architecture help to stand against such calamities. Instead of settling across the colony, it would be better to build 5 storeys buildings on higher ground and each family alloted one flat each. The riverside area can be left for community ground.. or park. If people can live in man made island in dubai etc... There's hope for your colony too.... nonetheless wishing best for your colony
