What's the principle for reduction of the dart? Should the original dart be reduced by half?

Most people when sewing an A-line usually just add allowance to the sides of the skirt for more fullness. This method can sometimes creates stiffness in the movement of the skirt. So reducing the dart instead helps distribute fullness at the middle and the sides.
