Thanks for the video. Most clients ask freelancers with Graphics, Server, SEO, UI skills all in one! Most clients just post job and do not hire any one! All efforts just go to vein!
Funny I came across this video. I was just talking to my designer last week who specializes in a very specific app platform. Its kind of obscure, but I think part of the reason he does so well and can command more money per hour is because he specializes in this 1 specific aspect. He will tell you (if asked) he knows how to do other things, but he doesn't' clutter up his profile, nor claim to be an expert at anything else. I think its a big mistake for these people that post they know how to do this-that-the-other thing and it dilutes there overall value. Your plummer analogy is exactly spot on.

I fell in love mostly with Bootstrap, jQuery, also material design standards and python-Django for back-end. Do i have a chance at getting some work as a freelancer?

It takes time, worst thing is to give up. Also, have you done mock ups or have you tried asking friends family or local businesses that you can develop websites for free or at for cheap? Just need two. Also, the mock up technique worked for me. A woman wasn't sure about me, but needed the job done. I created a mockup and she hired me.
Look for jobs that you can do or specialize in that has been posted early. Offer them in the proposal what they are looking for. If you don't have any work or examples to show whip up a mock up. Even if you do a mock up and they still don't hire you, at least you now how work to show to go in your profile. Also, look outside of upwork, build something for a friend, family, local business, or look at startup groups or entrepreneurs on facebook, twitter, linkden, meetups that are starting out and offer them your services to them.
