Le fichier excel dans certaines régions est très volumineux du coup il est impossible de l'ouvrir sur excel ou même de le visualiser sur qgis. Dans ce cas, il est conseillé de créer une table sur postgis et la remplir par le fichier excel

Ok bro, first load the building data in qgis, when loaded export it as shapefile. Finally use the clip tool to extract to your study area.

Thanks for your valuable comment . Downloading it for specific region is not possible. Because these datasets are given for larger scale area. So download in large scale and clip it to your area of interest.
