I think when a tempered glass shatters, it absorbs kinetic energy and hence the impact doesn't affect (up to a limit) the phone under it. Since the 21D glass didn't break, all the kinetic energy was transferred to the phone and damaged the internals. So I think the 21D is not a good option for the phone.

21D is not recommendable and worst of all temper shown in this video. Since the glass so rigid and strong, energy of hammer transferred from temper to phone display which leads breakage of display glass. Temper glass should not be too rigid Or strong, so that when huge energy impacts the phone, the temper breaks and saves the phone display from heavy impact.
