Given the less than ideal circumstances and short timeframe, she was handed Biden's campaign staff (I'm guessing not given a choice) and then just fizzled because there was no effort to separate herself from Biden who isn't popular. Part of the reason Biden is unpopular is that the Democrats have let the right control the narrative on immigration and the economy for a couple of years now. Biden - and then Harris - tried to run a GOP-lite campaign and we see the results. It's not only the messaging, there's a lot wrapped up in it, but the messaging was terrible.
