Rivers state HA currently has only 3 members due to the fact that the other members willingly decamped from the party that they were elected on thereby loosing their seats by law. INEC is yet to conduct a by-election to fill these vacant seats. Consequently, for the House of Assembly to form a quorum by law, 2/3 of the house must be available which is 2/3 of the 3 available members = 2 members. The house is in order, the state must keep moving till INEC is ready to conduct by-elections for the vacant seats.

There are loopholes in the 1999 constitution, are we saying that a governor can legally direct his house assembly to continue to extend duely elected local government chairman for 8 years thereby avoiding conducting any elections?

💯 85% of states in Nigeria including my state Anambra have caretaker committee chairmen. Rufai and others did not blame those 85% state govts for causing Anarchy. Some states even keep caretaker committee chairmen 4-8yrs, no state of emergency or trouble happened there. Even Wike dissolved elected LG caretaker chairmen and made current Rivers noise maker APC chairman calling for state of emergency a LG caretaker chairman, Tony okocha didn't know it was illegal then. Wike need to be taught hard lesson, his arrogance is too much
