I know the mayor Ken is referring to is Haggar but since now Cody becomes the new mayor it just makes the line even funnier. Imagine the face of Cody when he sees Axel walk into the office and later of the day Abigail gets his arse beaten by two “Codies”

Haggar would welcome Axel just fine, and it still seems that haggar is the mayor and metro city is still having problems with the Mad gear/skull cross gang, I still hope for a beat em up revival someday, they ´´revive´´SF making the characters 3D but with 2D gameplay so it could be done with beat em ups too.
