Equally culprit, besides the Army Generals, was Z A Bhutto who refused to accept the election winner Mujibur Rahman mandate to be PM of Pakistan and cunningly said "Idar ham rule, Uder woh rule" and threatened the MPs from West Pakistan that any MP from West Pakistan tries to attend the opening session of Parliament in Dakha, he will break their legs. This obviously was one of the reasons for the breakup of Pakistan.
