It should have been mentioned in the video. The add expiration function is ONLY available in G Suite

It's Google Workspace.
You need to have a domain.
With:
- Stop, limit, or change sharing;
- Stop sharing a file; Limit how your files are shared;
- Give someone permissions to a file for a limited time
- Change share settings for Google Forms
