you can make them more cartoony by removing/redrawing the eyelashes, & messing w the textures :D (face skin & sclera (the eye whites) the eyeliner is the main thing that makes the eyes look anime imo for example if you wanted black bead eyes (like Adventure Time) you could probably go far by making the sclera the same color as the skin then drawing tiny black dots on top of that, i’ve seen people make a Bratz doll vtuber

On the side panel, underneath the colorwheel, there are sliders for brush size and opacity, however the brush can only get so big. And for the iris, if you right click on the iris layer, you can find the "Toggle Alpha Lock" button and it allows you to paint only within the bounds of what's already on the canvas. However layers don't work with this method, so if you want to work with layers, you'll have to export to a program that has a wand select tool or clipping masks. Hope this helps ^^
How when drawing on the eyes are you able to draw only on top of the pre existing eye and not outside of it? Ive been having trouble trying to figure this out 😅

You turn on alpha lock ( the little lock on the side of the default design). I literally only found out about this an hour ago aswell

how did you paint over the eyebrows but just the line art of the eyebrow and not use the entire brush????
Right click the eyebrow layer and select clipping/ alpha lock. I can't remember which it was called.
