I would put surveillance in the home as much as legally possible, hire experienced and healthy caregivers and pay them more as well as have random check in visits to keep everyone on their toes at all times.

Yes that is correct with one slight modification - the RAL will enter into lease agreements with the AZ LLCs not the WY LLC.
