My guess is he didn't sign the ticket so he didn't technically own it even though he bought it. That's why lotteries recommend winners to sign the back, otherwise if someone else finds it in case it's lost or stolen, they can legally claim it for themselves.

I've seen plenty of lottery stories in which someone other than the original lottery ticket purchaser tried to turn in a signed lottery ticket and claim the prize only to have the ticket returned to the original owner because the lottery officials were able to discover and prove the true owner of the lottery ticket via CCTV from the store in which the ticket was purchased. So it didn't matter that the ticket was signed because they were not the original purchaser, and it was was proven they weren't.

The lottery ticket is a bearer instrument. Without signature at the back, whoever holds it and presents it is who the lottery commission will pay.
