When they showed the still shots (way before the trailers), I figured the black cloth was on the house to keep tourists from messing up the filming location or tresspassing. Similar to when they put cammo on a pre-production vehicle. I never figured it was in the movie. Not that I've researched it, I've never heard of a building being decked out in mourning. Either way, a cool aesthetic.
