Because the numbers simply don't matter. A lot of "tell" but very little "show". Seriously ONLY FRIEZA has ever shown he can blow up a planet. Everyone else why have to go on the vaguery of power-scaling based on other fictional characters whose abilities are just as much nonsense. At least base the power levels on ACTUAL phenomena, even if you have to spend some time dong actual research and crunching actual numbers. FOTS makes radically more sense as that power system is based on skill more than power. The scant few more skilled than Kenshiro are not as physically capable as Kenshiro.
