God does not forgive because there is nothing to forgive. Lucifer still works for God, always has, still is, and always will. The rebellion in heaven was staged, a playlet, a kabuki dance. All so you would have a choice. An artificial choice, to be sure. But still a choice. It's all part of Gods plan. This is why Lucifer is allowed back in heaven. And in the first chapter of Job, allowed even in Gods throne room. And the conversation Lucifer has with God is not that of mortal enemies. It is a conversation between master and servant, or boss and employee. It is why every exorcist report that no demon will ever blaspheme against God. They will insult you, the exorcist, mankind, even other angels... but never God. Even demonic possession always has an ending that brings people closer to God. Every. Single. Time. Even when the possessed dies, those in contact are pushed closer to God. Possession cannot happen without God's approval. Everything demons do is in service to God. The ever popular phrase, "a house divided against itself cannot stand" is true. So why would you think Gods house is divided against itself? It is not. All the fallen angels are still serving God, at God's command. Again, this whole "war" is a nothing but a kabuki dance meant to give you a choice. That choice determines your fate.
