Barlow absolutely should have gotten a free drop. Regardless of being in the penalty areas his swing would have been impeded by the staked trees. The stakes are there to protect the trees. You can choose to play within the penalty area so you’ve basically had Barlow’s eyes out!

It must be declared BACK IN PLAY to the rules official, then you can use it to take a drop, declaring your PROVISIONAL NO LONGER IN PLAY. At that point, you must go through taking the drop, recover the provisional and repair your ballmark. Then you may take your shot from the drop point.
