Taxing income based on slabs is productive, but taxing assets (irrespective of generating income) may be counter-productive, as idea of wealth-tax at first place is not about progressive or contributory taxation, but to prevent people from building or accumulating wealth beyond some threshold (as decided by politics), as restrictive taxation. Valuation of assets are dependent on productivity or other market-factors, not simply on owners' wishes. Now, (from perspective of Riches): Why to work to build wealth if there is Authority simply to take it ? Why to apply for Share-Market-Funding if consequent rise in valuation would attract Authority to meddle ? Moreover, would it be safe to build even Simply-Private (without Public Funding) Company in a place where Authority may interfere with it for its abstract-valuation at some point of time ? Result: Cascading effects could be there in Market's sentiments & even among Entrepreneurs. Many "Ordinary" peoples relying on jobs or shares from Super-Riches could be affected.
