Late reply but this is inaccurate. Back when Blackbeard was first added his shield had 800hp (yeah, that's the actual number) but he only had a single shield. The second shield was added after his first rebalance, when it's health also decreased to just 150hp instead.
I remember getting into a lengthy debate about this, I pointed out that flanking him was a valid strategy regardless of the health of his shield and that his legs remain unprotected. Now though his gadgets has no use, because rather than dialling it down a reasonable amount they gave it almost zero health. The shield *should* protect against multiple bullets but shouldn’t need multiple mag dumps to break it. Or… you could just shoot his legs.
I always had shotgun on defense, because if a blackbeard showed up, I didn't care if he was God himself, cause in my halls, my paths, I alone run them hands, ans break them legs
They could have atleast reworked it in a way like "His shield has been upgraded to the TARS MK4, which although provides higher protection due to (insert advance holographic tech) requires an immense amount of energy to keep running, thus his shield will now be charge based, this means that you only have a certain amount of time on his shield before you need to let it recharge in order to use it again" would have been fine
