I agree with German society being pacifist but they no longer need as many "warriors" despite the conventional war we see in Ukraine. And even in Ukraine both sides are using large fleets of drones and the numbers will only increase. Between a pacifist and a warrior is a huge divide. Most people lie somewhere in between, such as non-combatant but willing to serve to people who are true pacifists that won't take part in any military in any form.

Germany has a population of 90 million and can easily find 200 000 volunteers while Sweden has 10 million and therefore would have a harder time finding 200 000 volunteers. Also after Swedish basic training people can choose if they want to continue with their military training, return to civilian life or return to civilian life but continue training with the military from time to time.

The solution to recruitment is simple, pay better salaries, also make sure all the equipment is up to standard, the soldiers will be relying on all their equipment to stay alive they are not going to stay in a job where they going to die just because politicians could buy functioning military hardware. As for this plan it's sexist, anything that it compulsory for men should also be compulsory for women.

Germany should massively improve the QUALITY of their armed forces in the first place, then they can think about recruiting more personnel
The quality and professionalism of the present troops is good (they are always lauded by other NATO units) but maintenance and acquisition need to improve.
