This is a very simplistic and actually Western kind of view about Islam and "the East". The reality is that Islam in the Levant has never been about "majority rule". This is a pluralistic region which has always been home to many religious minorities, and Islamic governments have generally accommodated them much better than Europeans did (even granting them their own legal courts). Long before the French colonial creation of "Syria", Aleppo and Damascus were historically multi-ethnic trading cities, where minorities prospered and lived alongside Muslims for centuries. The kind of Islam you talk about is foreign to the region and more a product of Saudi Wahhabist fundamentalism.
Minorities are often ignored, not seen or seen as a problem in this type of situations. Ofc the majority will rule, but there are certain ways of ruling that can benefit everyone instead of only a majority ethnicity.
