People apply as the government stated online then 2 weeks before school starts people use race bait and being rural as an escape, then threaten the schools languages with SGB board ownership etc. 30years of excuses is lazymans work. Soweto had R19 billion rand debt that others had to pay the "legal users" can probably be counted with minimum effort... I watch the news Soweto is no stranger for causing trouble...
It is a fairly simple process to update the meter. Just give them instructions in their own language so they can go home and do it or get a family member or friend to assist. But as with everything else only dealt with as soon as it is crises time.

my key changes is rejected by meterbox but the electricity token is working thats an Eskom system in my area with older meterbox
