In all honesty, I don't think Monet gets enough credit for how she uses her devil fruit. She's actually pretty clever about how she fights with it, creating a snowstorm to both blind and slow her opponents with the cold is smart, and switching between striking from the air to the ground gives her more options for the angle of attack. And she's not wrong about people using observation haki, it only really makes a difference if they're fast enough to keep up. The fruit itself is inherently inferior to Aokiji's, but for a non-haki user, she's still pretty tough.
