Picnic Table Mystery Goop?!

I’m a volunteer for a county park and I have a problem with the picnic tables and I’m seeking out some ideas on how to resolve the issue.
Hoping others who have a similar solution can help me or maybe this can help them.

Still working on finding out who the manufactured the tables, there are no company details on the tables themselves.
Shortly after publishing this video I did receive this information that helps maintain the tables when they get cracked. This process is a little more complex in the areas where I’m having the problems but I’m putting it here in case anyone else can benefit from this.
